Preparing for a Legislative Year That Matters

Megan Olson, President & CEO, ICBSD

As we turn the corner into a new year, many of us are setting goals, reviewing plans, and preparing our institutions for what’s ahead. At ICBSD, that means gearing up for another legislative session; one that brings both opportunities and challenges for community banks across South Dakota.

The past year has reinforced what we already know: community banks are essential to the health of our state’s economy. You show up for your customers, your communities, and your employees day in and day out. And just as you advocate locally, we’re here to advocate for you at the state and national levels.

That’s where the upcoming session comes into focus.

From tax policy to regulatory reform to fraud mitigation, decisions made in Pierre and Washington directly impact how you operate and serve. Staying connected to these conversations is no longer optional. It’s essential.

Our advocacy efforts are strongest when we speak with one voice. Lawmakers respond when they hear directly from bankers in their districts. Real stories create real impact. And when they see organizations like ICBSD and ICBA show up united, it makes a difference.

While we won’t know every bill until session begins, we’re already preparing around key priorities, including:

  • Protecting local lending decisions
  • Advocating for fair and balanced tax policy
  • Defending against regulatory overreach
  • Elevating fraud prevention and cybersecurity concerns

As always, we’ll keep you informed with regular updates, issue briefs, and clear ways to engage. One of the most valuable tools is our weekly Legislative Update call, starting January 13, 2026. These calls will take place every Wednesday during session at 1:30 PM CT and are open to all members. Join from anywhere to hear a summary of the week’s activity from our lobbyists, Dean and Matt Krogman, and gain insight on how it may impact your bank. At this time we will also seek your feedback and go over any questions you may have. Dial in by calling 1-774-323-4400 and entering the conference ID 2484960.

As you plan for the year ahead, I encourage you to carve out space for advocacy. Make it part of your strategy. Connect with your legislators. Stay active in the conversations that shape our industry’s future.

Here’s to a strong start in 2026. We’re grateful to walk alongside you.
